Federal contracting officers are using Multiple Award Contracts (MACs) in general and GSA schedules in particular to make buys rather than public bids because of staff shortages. Renewals of existing contracts are being converted to GSA schedules and incumbent contractors not holding GSA schedules cannot bid on their existing contracts.
The problem is compounded if the government is late in announcing their rebid procedure.
Ask you contracting officer what their procurement plans are at least a year in advance of your contract end date.They should tell you, but they may not because of the ultra conservative nature of the current procurement culture. Find out informally if you can, probably through the program organization you are serving.
